I am planning a trip to Brussels on 18-20th September. When researching I found out that the Sunday 20th is car free day and I%26#39;m worried how it will affect my travel plans as I would have to get my flight home on the 20th.
I read that visitors can still use taxis (but they are restricted to 30km per hour). I may not be staying in a hotel, so will that make any difference and is it going to be major hassle? Should I change my plans and visit another time?

Absolutely no need to change your plans, you might find a car free Brussel very enjoyable! The public transport runs as a normal service, you can take a train to the airport, and even if taxis are only allowed 30 km per hour, which I am not sure about, the roads will be practically empty until the ring road, so the journey is unlikely to take any more time.

Thanks for much for your positive, swift response.

Any chance that Abu Dhabi or Dubai would implement such a scheme? That would be something, wouldn%26#39;t it :)

Extremely unlikely due to lack of mass public transport. It%26#39;s also a petrol-driven economy.
