I would advise you to look at previous questions in the Brges forum relating to New Year. You will have to book in advance if you want to eat dinner in a restaurant on 31/12 and menus are unlikely to be available until at least November. There is public singing, not sure where but probably t%26#39;Zand.
I%26#39;m not sure what you mean about what the train journey is like. Eurostar goes from St. Pancras to Bruxelles-Midi (see www.eurostar.com), then you have to change to a local train for another hour (trains going to Oostende or Knokke/Blankenberge), which is included in the cost of Eurostar ticket.
